eCHIS Implementation Manual
This manual is prepared in collaboration of Ethiopian
Policy, Plan, Monitoring & Evaluation Directorate of Ministry of Health
(MOH), Health Information Technology Directorate and different Implementing
partners, for use principally by the health extension supervisors and health
extension workers as well as experts at the M&E unit of the MOH and
Regional Health Bureaus.
Digital Health Blueprint
The Digital Health Blueprint, the governing document of digital health endeavours in Ethiopia, is prepared to guide and support the Ministry of Health, regions, agencies, partners, donors, and private sectors in the implementation of digital health in the coming ten years.
Health Sector Transformation Plan
The Ethiopian health sector successfully concluded 20 years of the National Health Sector Development Programme (HSDP) divided into four series of five-year HSDPs I to IV commencing in 1997. HSDP IV, which has been part of the first Growth and Transformation Plan (GTP), was the final phase of HSDP which ended in June 2015.
Health Sector Transformation Plan II
This is the second Health Sector Transformation Plan (HSTP-II) covering the period between Ethiopian fiscal years 2013 and 2017 (July 2020–June 2025). HSTP-II was developed as the first part of a 10-year health sector plan. It was prepared based on an in-depth situational analysis and performance evaluation of HSTP-I; it takes into consideration the country’s global commitments and aligns with its overall macro-economic development framework.

Standard for Electronic Health Record System (EHR) in Ethiopia
The Ministry of Health has noted that a comprehensive and longitudinally accessible individual/ patient based health record which is an Electronic Health Record (EHR) system need to be developed and implemented at all health facilities. The aim of preparing this standard document is to set data and security standards to be followed for data exchange, minimum system functionalities and data sets to be included and other implementation requirements to be considered for the successful development and implementation of EHR systems nationally.
Pathways to Improve Health Information Systems in Ethiopia
This assessment was conducted with the aim of generating solid evidence on the maturity status of the HIS/digital health endeavors of the MoH and its strategic partners by conducting a landscape analysis and identifying the existing capacity, processes, and structures and the required levels of maturity.
